I have heard him speak, and he has an excellent and thorough presentation on how local governments can bring broadband (fiber to the home) to their communities. One of his suggestions is very obvious once you hear it: an "Open Ditch Policy" (any time a ditch is opened, i.e. to run a water or sewer line, then at least put in conduit for future fiber runs). From Wikipedia: The BEV was so thoroughly integrated in the Blacksburg community, that in 1998, the town was chosen by Guinness World Records as the "Most Wired Community."
